The Arlington City Council is comprised of a Mayor and eight City Council members. Elections are conducted every spring in May.

Represents the portion of the city bounded primarily by Matlock Road on the west, Pioneer Parkway on the north.  District 3 includes a portion of the I-20 business corridor, the Arlington Municipal Airport, Tarrant County College, and the Arlington Highlands.

In 1990, at the age of 18, as a lifelong Texas Rangers fan Robert Rivera became the youngest person in Arlington’s history to ever run for City Council. Robert ran with the idea for Arlington to buy the Texas Rangers in order to keep the team from moving to Dallas. Although he did not win the election at age 18, Robert began a lifelong calling to helping others and shaping the future of Arlington.

Robert immediately began his service with Home Run Arlington, the organization responsible for building the Rangers Ballpark, and continued with various civic and non-profit boards.

As Chairman of the Convention and Visitors Bureau, he co-founded Touchdown Arlington, the organization responsible for bringing the Dallas Cowboys to Arlington. In 2004, Robert was co-chair and campaign treasurer for the successful Cowboys Stadium election.

Robert is a proud graduate from the University of Texas in Arlington and a lifetime member of the UTA Alumni Association.
