City Names John M. Dugan Community Development & Planning Director

The City of Arlington has named John M. Dugan its new Community Development and Planning Director.

Dugan comes to Arlington from San Antonio, where he has directed long-range planning, community development and redevelopment, downtown planning, urban design, federal grants administration and other responsibilities since 2012.

The seasoned professional planner has more than 40 years of leadership experience in municipalities across the country, including recent roles as Director of Development and Planning for the City of Fresno and Deputy Director of Planning in Los Angeles in California and Director of Planning and Community Development in Oklahoma City.

“John’s extensive and diverse experience in comprehensive planning, development strategies and permitting in large communities will be an asset for the City of Arlington,” City Manager Trey Yelverton said.

As San Antonio’s Planning and Community Development Director, Dugan oversaw the city’s comprehensive plan, known as SA Tomorrow, and played a key role in establishing the REnewSA program to revitalize neighborhoods and commercial corridors.

“I am really looking forward to starting work in Arlington and helping the City remain a vibrant community for families and businesses,” Dugan said.

Besides serving as an adjunct professor for the University of Texas at San Antonio’s Department of Urban and Regional Planning, Dugan was also recently a member of the university’s Urban and Regional Planning Advisory Council and a board member of the Alamo Area Metropolitan Planning Organization.

Dugan earned his bachelor’s degree from Tulane University and his master’s degree in City Planning from Harvard University’s Graduate School of Design & Kennedy School of Government.

Deputy City Manager Jim Parajon, who was Arlington’s Community Development and Planning Director for nine years before being promoted in January 2015, will turn over the department’s leadership role to Dugan in May.
